It's kind of complex, because the entire point of the dollars is having nothing in terms of bosses. There's no rules or the like, the dollars is kind of just a place to meet people.
Even if people committed a murder in the name of 'the dollars,' it would be pretty difficult to see that as anything but the actions of individuals. The closest analog would be a certain anonymous imageboard. Despite the amount of criminal material posted, the links to extremism and terrorism, and the threats of actual violence, it hasn't been shut down.
As long as the dollars "leader" doesn't explicitly condone the criminal activity it's diverse userbase does, the dollars themselves can't really be held responsible - it falls on the individuals.
